
This is to give notice that there is a motion to amend BCPA Bylaws that will be voted on at the AGM scheduled for November 12, 2022 as previously announced here.
The proposed amendment has been reviewed and recommended by the BCPA Board of Directors and will add the membership classification the new category of Performance Pipe Band Member.
Reference
The motion will reference the following bylaws to give background for the motion as they currently exist to include the new membership category level of Performance Pipe Band Member.
2.2 The members of the Association shall be divided into the following classes: Honourary, Active, Associate, Life, Junior, Pipe Band, and Highland Games Association.
2.3.2 Active Members shall be at least the age of 18 years who are exponents of the Highland Bagpipe, or Pipe Band Drummers. An Active Member shall be entitled to participate in all the activities and affairs of the Association, and to vote, and to be elected or appointed as a director and to hold office in the Association. The Board of Directors may, in recognition of distinguished service to the Association, appoint an Associate Member as an Active Member, but no more often than once in three years. There may not exist on the rolls of Active Members, at any one time, more than three members who have been appointed from the Associate class.
2.3.6 A Pipe Band Member is a group of pipers and drummers that meet the minimum band player requirements as defined in the competition rules of the Association, and is entitled to the same privileges as an Active Member, and shall be entitled to one vote.
3.1 The Board of Directors may from time to time prescribe that an entrance fee for all new members from the Active, Associate, Junior, Pipe Band, and Highland Games Association classes shall be paid. The Directors may from time to time decide on the amount of the entrance fee. There shall not be any entrance fee for Honourary Members or Life Members.
3.2 The directors may from time to time fix the amount of the annual dues payable by each class of members, and the date when those dues are payable.
6.3.1 A member is not entitled to vote on a resolution unless he or she is an Active Member or is a Pipe Band Member or a Highland Games Association Member in good standing in accordance with these Bylaws.
Motion
The motion will amend or add to the following bylaws to include the membership category level of Performance Pipe Band Member indicated as follows:
2.2 The members of the Association shall be divided into the following classes: Honourary, Active, Associate, Life, Junior, Pipe Band, Performance Pipe Band and Highland Games Association.
2.3.8 A Performance Pipe Band Member is a group of pipers and drummers that may meet the minimum band player requirements as defined in competition rules of the Association, and is entitled to the same privileges as an Active Member, and shall be entitled to one vote with the exceptions of:
a.) Except as provided in 2.3.8(c) they will not be allowed to compete in any competitions as defined in the rules and regulation for pipe band competitions as a Performance Pipe Band Member
b.) conforming to all the rules and regulations as determined by the Board of Directors of the Association in order to remain a Performance Pipe Band Member.
c.) A Performance Pipe Band may enter a maximum of one competition event throughout the season, without having the band change their membership status.
3.1 The Board of Directors may from time to time prescribe that an entrance fee for all new members from the Active, Associate, Junior, Pipe Band, Performance Pipe Band and Highland Games Association classes shall be paid.
